There can be up to 100 steps to make a bill become a law. The house and senate members must be willing to bargain and compromise for the process to start.
* The first step for a bill is to be introduced by only a congress member and dropped into a box so it can be read out-loud in a congressional meeting.
* The second step is for the bill to be sent to a committee within congress, and be sent to a subcommittee. Then they can choose to ignore it and kill it, pigeonholing, or discuss the bill and have hearings over it and make a decision. Either kill the bill, send it to the floor, or change the bill and send it to the floor.
* After it is sent to the floor they have the third step, Floor Action. The congressman argue for the bill on the floor and changes can be made to it if they like. The discussion can go in any order, house talkes first or senate, but the senaters can filibuster the bill, talk a bill to death.
* The fourth step is Voting on the Bill. All of congress, senate and house, have to vote on the bill, but in order for them to take a vote a quorum must be present.
* When it gets to the fifth step conferencing is accuring. The house and senate could pass two different bills by the time the fourth step is done. thats when a conference committee looks over the differences between the two houses.
* Then they vote again, step six, so now that the house and senate can vote on the same bill.
* The final step, step seven, is Presidential Action. the president can sign the bill into law now, BUT if the president ignores a bill for 10 days then it automatically becomes a law. He could also pocket veto the bill which means, in the last 10 days congress is in session and the president takes no action the bill is not passed and congress cannot override the bill.
* The president could then VETO the bill, which means the bill does not become a law, but the congress can override him with a 2/3 vote but only if they get a 2/3 vote
